Wipe, new server setup and rebalance (RoM2)

Hat was reset to use new client/server complex (allods2.eu); thanks to Anotomix and ZZYZX for help with setup. I’ve made full rebalce of spells and scrolls. You could register via discord, more info: http://tangar.info/en/rom2
